ABOUT TESS

TESS aims to design, develop and validate a trusted European VET Date Space (EVDS),

enabling secure collection, exchange and analysis of vocational education date across Europe.
TESS is a European forward-looking project dedicated to developing a secure, interoperable and trusted European VET Data Space to improve how vocational education and training data is collected, shared and used across Europe.

why tess

Several challenges : digital transformation and educational data fragmentation

Europe is currently experiencing a major digital transformation,

that is reshaping education and training systems.
Vocational Education and Training (VET) institutions are increasingly encouraged to adopt digital tools, improve digital skills and rely on data-informed approaches to better respond to labour market needs and lifelong learning opportunities.

Several European initiatives including the Digital Education Action Plan (2021–2027) European Skills Agenda highlight the importance of stronger digital cooperation, innovation and evidence-based educational policies.

These initiatives aim to build more connected, resilient and future-oriented education systems across Europe.

The challenge: fragmented educational data

Despite important progress in digital education, educational data across Europe remains fragmented and difficult to share effectively.

Many institutions, training providers and authorities collect valuable information related to student performance, learning pathways, skills development and educational outcomes. However, this information is often stored in separate systems using different formats and governance frameworks, making collaboration and comparison difficult between institutions and countries.

As a result, educational stakeholders may face challenges when trying to access reliable information, monitor educational performance or make informed decisions based on comparable

Key challenges

Limited interoperability

Different educational systems often struggle to communicate efficiently with one another.

Fragmented data ecosystems

Educational information is frequently dispersed across isolated platforms and databases.

Legal and ethical considerations

Data sharing must respect privacy, transparency and European regulations.

Need for stronger cooperation

Institutions require better collaboration mechanisms to support common educational goals.

tess solution

TESS responds directly to these challenges

by proposing a Trusted European VET Data Space (EVDS) a secure and interoperable environment where educational stakeholders can collect, exchange and analyze vocational education data across borders while respecting privacy, transparency and European data protection standards.

enables institutions to work together more efficiently,

improve the quality of educational information and support more informed,

collaborative and evidence-based decision-making in vocational education and training systems across Europe.
